I have posted my system's DxDiag and a summary of my problem (poor framerate and general slowness). Do I need to post more information? If so, what kind?

It is possible your laptop is running the game on the motherboards video hardware rather than your nvidia 460M.
Goto Windows control panel and then Power Options, set the power plan to High Performance.
In the nvidia control panel you can explicitly specify that when you run TF that your 460M is to be used.

I do have my computer on High Performance. The Nvidia control panel seems to indicate that it's already using my 460M globally. I have also tried forcing Vsync off, but that didn't seem to help a great deal.
