What is the point of region locking languages?

What is the point of locking me out of playing in English? I dislike dubbings from English to Polish, and I want to change it, However, I discovered that my I can only change it to Russian or Polish,...

Sorry to say but It means that you versions is locked to those languages and cant be changed out of it. @NotLootBoxes

So if I buy a global version of the game and activate it on my account in Poland will I have access to the English version of the game or will it be locked anyways?
