I would say voice teen and since he is cheap and some other chars like nick or karney since they generate cash.
But the gym and lugash is kinda fun:) go for that since its limited, you can get the other stuff later.

If you want a cheap combo get the Aztec Theatre and Squeaky Voiced Teen, it's cheap and will look like the character comes with the building, he is pretty suitable to come with it...
