Same for me. And going to KL didn't fix it either. But then it just starts working again without doing anything special. So I'm guessing a server issue.
Another strange thing is that the game is doing a behavior that I saw years ago. I click on a $ over a building and a neighbors name comes up in white, just as if I was clearing a handshake.
