Exploiting a bug, well, I would not, probably. But EA has done a pretty poor job at coding this game and if they are going to leave those doors open, they are going to get used by some.

Anyway, how do you know any town you visit didn't just buy a couple boatloads with cash? I'm not sure you could tell.
