Does everyone else still have Ahead of the Track still in the task list even though we can't collect blueprints anymore? Update: The task goes away after visiting neighbors/etc.

question, just to confirm, if I spend donuts to turn in one project, then the cap goes away for the rest of the act? I've read it several times, just seeing if it is true
