Act 2 starts now!
Does everyone else still have Ahead of the Track still in the task list even though we can't collect blueprints anymore? Update: The task goes away after visiting neighbors/etc.

I tried this and it didn't work for me. I used 3 sprinkles to rush 1 project and it put me over the cap and locked me out.
