I've sent 12 people on flights since the switchover. I've sent multiple people on short tasks to reset the cities/counties, but still no Maine. Ugh.
Did you put ALL the standby characters on tasks before returning to the Airport? That's what I had to do to get Maine to come up in my #1 game.
And make sure you don't already have somebody going to any city in the USA. That's tripped me up several times.
