I don't think there is a bank or buffer. I didn't enter my feeder town for 24 hours and I only got 150 probe. And after clearing all the Rigelians, they appeared every 5 minutes. But that town is way behind. Maybe the bank/reserve accumulates the more you progress in the quest line.
