It's from an old event, last year sometime. Lots of us missed it.

It's got nothing to do with what device you're using; it's purely a timing thing, no different than the super collider or cool brown house.

It was still available for purchase, and not listed as "limited time" after Christmas 2012. It was in my premium build menu when I started playing just before the Valentine's event in 2013. It was definitely on my mental wish list, but I didn't get around to buying it - one day, it just disappeared from the menu. That's how I remember it, anyway!
