Ok, so after removing all my Brown Houses (except 1, gotta have 1) I had handshakes everywhere this morning. The abearsanta town was a little light, but I forgot to leave a batch of Blue Houses untapped last night. I remembered today.
Unfortunately, having something NOT happen is not definitive evidence that I've found the problem. I'll have to experiment somehow and I can't think of how to do that without setting up some test Springfields with a bunch of Brown Houses and getting a lot of people to be their neighbors... Without using my own towns as the test subject. Plus I would really need towns without a bunch of Brown houses as base lines to compare.
