Curiouser and curiouser...
Today I went into the town of the only neighbor I know in person - who is my neighbor in both of my games. I tapped 3 Quik-E-Marts, then entered his town in the other game and waited for them to regenerate. And waited. And waited. And waited a little more... They never regenerated.
