Never mind. Got it. Had to figure this one out on my own.

- When Willie or for anyone that matter completes a quest ont immediately give them another. Wait a minute or two. The reason I didn't get it was that immediately assigned him another task. Willie unlocked the next mission which was comic book guy then entire Simson clan. Go slow after mission completions before giving them another.
