Balloon "requirements" glitch
Googled this and found reports of it from back in June 2014 in Bugs & Issues. I smell a regression. Glad you found a work-around.

I'm not having this problem, but I'm way overdue for a 5 donut payout from Sideshow You. I've been getting them every 120 visits and should have gotten the payout several days ago now.
