Basically the gist is that they (the kids) are essentially Krustyland visitors. The kids walk around and earn money over the course of the day. They are taskless like the Burns Monster, but they at least give out cash.

You can access pictures of them yourself in your own game. You can see all the characters you own & those you don't.
The 3 kids walk around & yes they earn $. For me they each earn $556.
