You don't need the police station and it's a six second quest you just need to have burns free and tap on him and it should say at the very top confess

I know that, but she goes to the library twice in that quest, and it's the second one that prompts Burns to confess.- Task nr 14.

It's the first time I've sent Lisa into the library, I did keep burns free for an hour but then nothing showed so I've deny him off to suck Homers blood....poor Homer however is now swamped with strongman tasks, Burns tasks, Lard Lad tasks and now Gingerbread House tasks on top of his Hallowen storyline

Did you have Burns in the right skin? I would guess that the 6 donuts don't show up if it's Count Burns. Has to be regular Mr. Burns.- Ah I may need to change his clothes on e he's finished sucking blood I'm an hour or so :-)
- Ah no that didn't work so I guess I've gotta wait for the second library visit for Lisa.
