buy land or wait?

Event buildings don't cost much in-game cash at all since EA wouldn't want to shut out new players from participating, but a Level 51 building will almost certainly cost over $1 million. I'd hold off on the land until you have at least $2 million banked, unless you don't mind waiting to buy the Level 51 building once it's released.
