Can't find my Todd anywhere?

Nope, because Rod and Todd aren't associated with that structure (just like Fat Tony isn't associated with the Legitimate Businessman's Club.)
There have been reports of characters wandering off. Often, they return if you re-sync your game and/or wait a couple hours. Sometimes they don't, and then you need tech support. Unfortunately, the reports I've seen about tech support have been spotty at best. If you're very lucky, you'll get help within the week and receive some comp donuts. Otherwise, help you.

    Same thing happened to Maude yesterday. She was haunting Springfield and then, poof, she was gone.
    I prayed to my diety, the holy order of wild, crazy-assed flying monkeys and she reappeared.
    I also came out of "Wild & Weird Wednesday" unscathed, so I now truly believe that the monkeys are in control of everything.
    I have been blessed since I have become a dedicated follower and will continue to base all decisions on their teachings.

    They haven't spoken to me on the whale purchase as yet, but those monkeys do work in mysterious ways.

    It might be worth trying closing the app and restart your device and restart the app, this might help bring back the people you are missing.

    Being you have stated you have stored the relevant buildings the characters relate to and still nothing, this might be worth a try :)

    I lost my Todd back before Christmas & ended up putting in a ticket to EA. I received two notices from them that they are working on it, but he is still gone. Ned doesn't seem worried about it, & I've gotten used to him not being around, but it would be nice to see him with his brother on the see-saw again. :(
