You don't necessarily have to do anything. If you have a Sir Putts Alot and have decorated it in a way that makes it "special", you are being welcomed to "compete" in this upcoming contest. It is not an official event or anything (so you do not have to participate), just something players like to do to allow others to show off parts of their towns, and for the rest of us to admire their creativity.
