It happens all too frequently to me. I find if I tap really quickly I only waste one shot.
I've gotten extra elves twice today in my secondary town. The first time I was returning from the Neighborhood - 3 elves crashed in beside the cannon. As I was reaching to tap them 3 more crashed in all over town, which I had to hunt down.
After a couple of trips back to the neighborhood to finish my Friend Actions I got another second dose, this time several minutes later - which threw of the synchronization of my 2 towns (as per elves crashing in).
