Drop rate for crafting items?
I think they said it's 10% for lockpicks, which is pretty close to what you've got. Criminals spawn quickly and are all over the place. You should have no problem getting them.

Capes are 100% drop rate every 4 hours from HQ
Handcuffs are 100% drop rate but takes a full 3 bouts of 4 hours to obtain(12 hours or so)
Telephones are 20% and only obtained by visiting neighbors and tapping the phones on their buildings
And as mentioned the lock picks are 10% and obtained from tapping criminals loose in the town.
