Drop rate for crafting items?
I think they said it's 10% for lockpicks, which is pretty close to what you've got. Criminals spawn quickly and are all over the place. You should have no problem getting them.

Cuffs from felons should start once you're getting the other crafting drops. This is in addition to the pies. But you have to fully defeat them to get the cuffs - so every 3rd fight.
