Early Longshot Skinner

After the quest with Gummy Joe to prepare for standoff I had Longshot Skinner in my town complete with task list. The animated quests were shaded. I am nowhere near to getting him on the prize track. I switched him back to regular Skinner and the option for the Longshot Skinner skin vanished.
