So IF you are not doing the "tap Men in Tan" task, the Scan does collect not only its own scan targets but also the Men in Tan running loose in Springfield along with their intel and (rare) schematics. Makes sense to do the Scan first then.
Yes. To check for yourself:
1) leave some MiT's running around
2) write down current intel/schematics numbers
3) play Scan game and write down intel/schematics winnings
4) write down new totals of intel/schematics
4) - 2) - 3) = amount gained from MiT's running around
I'm still convinced it's broken. We can agree the mini game pays a paltry number of schematics for tapping invisible/super agents as you describe. Then on exit there's a pulse that clears the MiT from your town. The pulse doesn't pay any schematics only Intel. Granted drop rates are very low, but I've yet to see a single schematic drop from the pulse and I feel I've done enough rounds of the game by now. Due to this I strongly suggest tapping the MiT individually before playing the mini game.
