It could just be me - I noticed it yesterday, seemed like I had like 6-7 less people to tap on.
Yea, you can play the Sideshow You game every 8 hours. I won donuts once - if I recall it's 5 of them. Someone mentioned that you automatically win on the 300th tap - that's when I won them. Otherwise there is a small percentage of getting donuts at any random time if you select the correct balloon.
