its the end of the Fit Milhouse Quest. What it says is that if you have Lugash's, their is an additional Quest Line for Fit Milhouse. it surely makes it very tempting to buy something for this "...

Didn't they do something like that with Kamp Krusty as well? I can't remember, it's been so long since it came out and I got it.
Yes they did, I was going to mention this, but you beat me to it.
They had some sort of initial quest for Kamp Krusty, then the next part was to buy/build it. I think they eventually removed it for those that didn't purchase it. Which I assume with the next update they will probably axe this quest line for those without Lugash.
Kamp Krusty was probably one of the best quest lines the game offered though (my opinion), the Lugash one wasn't anything neat - but it was nice they they gave out a new quest line.
Oh that reminds me The Blue Haired Lawyer questline starts then after the first part you have to buy him
