Fit Millhouse quest

its the end of the Fit Milhouse Quest.

What it says is that if you have Lugash's, their is an additional Quest Line for Fit Milhouse.

it surely makes it very tempting to buy something for this "Free Reward"..

    Lugash is needed to start that questline but not required for Fit Milhouse quest
