When I had this problem with my main town last year, I googled to find several message board posts indicating that storing the cooling towers fixes it. I tried it, and it worked like a charm. Later, when I had the same problem with one of my feeder towns, I knew exactly what to do -- store the cooling towers.
That didn't work, nor did the orange house trick, the storing of Burns' Manor, etc.
We were literally at our wits end trying to get this thing to build.
