OK, so I nuked my town and only built the buildings I needed to do this quest and it worked... until the last step where he triggers the building of the hospital. I've done every other task/quest so the only thing still in yellow is to build the Hospital. I'm adding other buildings now according to the walkthrough because there must be something else that's needed to trigger it. Any suggestions? I've added more orange houses as I've read elsewhere and nothing, also more than one Krusty burger.
