I had the same issue on a user ID morrismole787. It was finally resolved by a World Wide Customer Experience, EA Customer Relations specialist.
We had tried all of the suggested "workarounds" and fixes. All to no avail. The problem had to be corrected by the support and help customer relations folks.
My hospital is now unlocked. The other accounts where I had errors are now all fixed, too.
Open EA help tickets. Try to be clear and precise on what happened, what you already did, and try to be calm and polite (I know, after several weeks that part is hard, but try).
Eventually EA Help can resolve the problem(s) and you'll be back tapping away.
