Apparently the key to getting promoted is post a lot near the promotion day. So post a lot on the 18th-21st and you will increase your chances. The Off Topic sub forum is a great place to increase you post count.

To get promoted you have to be active on the forum between the 15th of the month to the 22th of the monthThen you will get promoted on the 22th of the monthThe more active you are between the 15th of the month and the 22th of the month the higher is your chance of getting promoted. (just post every day. respond to some of the threads in the "Off-Topic" forum etc.) - The forum moderators has to notice you.To be honest I do find this system to be very unfair as you can have hundred of posts on any other dates and they don't count at all.But this is how EA does itWhere is a forum thread about it in the FAQ section:http://forum.ea.com/eaforum/posts/list/10224420.page

Actully it's an automated deal. You have to have posted 100 messges, then the system will allow you to have an avatar.

There are many people with more than 100 posts and no avatar, there have been some with less than 100 that get promoted. It all has to do with being very active in the few days leading up to the 22nd of the month. Not sure what the threshold is, but I don't think anyone has been able to give an exact formula for it.
