The rule isn't ambiguous, you're just misinterpreting it. In your quoted rule, transmission refers to data going back and forth between a device and their server. The raw data files are transmitted to your decive, and during the download are considered a transmission. Once the transmission is complete, it is done being transmitted, and simply becomes data files on your device. It no longer is defined as being in transmission. The hacking, interfering, etc, refers to a third party trying to interfere with the transmission of files to gain info or block service. It also includes the user with the legitimate connection using that connection to hack their own game or interfere with anothers. Anything that tricks the server into giving you donuts for example would call under this rule. You have to be connected to the server and data is being sent back and forth, a transmission. Also going into a neighbors town and using a hack to crash their town would be covered by this rule.
