I honestly don't know why you thought that it was going to return at this time of the year as there isn't any logic or rules to when an old item returns, some come back within a couple of months, other's take years and then there are a few that have still not returned since the original appearance, best thing is just play the game and enjoy it, then maybe one time you will login there'll be a surprise waiting for you.
I think it's because it was first released in a January 2019 update, which some special products have been re-released a year later. In 2018 during the Black Friday event the donut factory was released, giving 6 donuts every 24 hours, Black Friday 2019, a different building doing the same thing.
Like others, I didn't pay attention when the GGR was released and therefore lost out on buying it, my own fault, I looked at the building, didn't like the look of it so ignored it, had I bothered to actually pay attention to it I would have bought it. After finding out that it gave out Land-tokens it was too late. Like most others I assumed and hoped it would be re-released a year later. Annoyingly (for me) not. It's irritating for many people as the amount of special buys which have been re-released a year down the line, yet such an important building has not been. Being February now, I highly doubt it will be re-released anytime soon, which I find amazingly surprising.
Hopefully it shall return soon, I have been wanting it for over a year now, still my own fault for not getting it last year. I am not expecting it, merely hoping they bring it back or a different building that provides land tokens, although last year I spent ages re-designing parts of my SF just in case EA didn't re-release it, so I do have some clear land now, just need more
