Are there any quests which needs to be finished before unlocking this building? I can't find it in my the building menu..

It's in businesses section at the end it'll tell you what quest needs to be finished first which is to complete the two minutes of hate pt. 2 quest- Cost 50 doughnuts

My Consumerism just leaped up by half a star when I placed it - so it must do.
