Are there any quests which needs to be finished before unlocking this building? I can't find it in my the building menu..

My Consumerism just leaped up by half a star when I placed it - so it must do.
In a moment of madness I just bought my first piece of (ugh) Grafitti Wall to put alongside it. Looks ok.
