I'm level 55 and mine still seems to be decreasing as far as I can tell... but I haven't stop watched it. Can attempt that this evening.
Stop watched it: was 1:56... so sadly it does cap at level 41.
I swear I get more when I'm not watching, as it seems like my town fills up after an hour (giving the town full message)... but the old stop watch has it clocked at less than that.
