- Doesn't it make more sense to stop tapping criminals six hours before the switchover? That way you'll have the max number of criminals wandering around. I guess I'll hoard one or two felons while I'm at it.

Thought about this, would rather gather the arbitrarium for upgrades but that's my opinion, others may want to save their criminals. I'm not worried about not Finishing issue 2. 3 is where i can make no mistakes lol
