Homer's Ho Training - Bowlarama?

I'm doing Homer's Ho Training quest and it wants me to build the bowlarama however it won't let me build it saying I need the Pin Pals quest.

Where and who do I that quest pick up? I'm guessing it is somewhere in the ordered quests somewhere.
