Keep working on the questlines. You want to have as many characters as possible before Halloween starts. Generally kids are the ones that are used the most during Halloween.
Agreed. About all you can do at the moment is make sure your characters are free when you need them. If you can afford to open up a few plots of land that would help too. You'll probably get some land tokens on the prize track during the event but there's no guarantee.
