I dont think it's that you're actually tapping the "wrong" building so much as that taps need to be on the base of buildings, rather than the roof. When they're that close together, the base of the one Maggie is on looks like the roof of the one below it.
No, I was definitely tapping the wrong building. I always think the garage is on the right side of the building instead of the left so in the video clip I was tapping on the building next to the building she was actually on.
I made a better video today (I think - at least it's shorter) but I haven't had a chance to review or upload it yet.
