You need to accumulate purchases of crafts up to the amount stated to "level up".
You need, I believe it was 1,035 Goblin Gold to reach the next level; in this case Level 2.
You can do this two ways; nickle and dime your way there by making crafts, or if you have a greater pile of Gold than the amount you need to level up, you can just level up that way.
