To add to my original thoughts... it isn't actually that bad once the 'electrical field' is working and it's a nice animation.
Seems that the field will only start to work when you have a clean patch of land to tap. It didn't work for me when I tapped (and held!) on roads or pavement.

Anyway, I managed to complete the associated task of catching 20 elves with it and collect the bonus.
But I'll just keep tapping them individually from now on.
