Huge woman in a pink towel

So the other day while I was visiting neighbors and spotted a huge woman in a pink towel in one of my neighbor's towns just as I hit the button to go to the next town. I figured she was some event related character and I'd see her again, so of course I haven't spotted her since.
Who is she?
