I can't place the Soilant Red factory

Question

Since the Superhero event i've had a factory area with the Soilant Red taking pride of place. It has always sat on a paved area surrounded by fences. Yesterday I moved it across by 4 squares to add another line of river, but when I go to place it there is a red square around it and I can't place it.

I removed the paving to leave just grass, still can't place it. There is enough space. I've even tried putting it on some completely empty land and still not able to.

Any ideas? this is a bit weird. What are the rules for this item?

I Just looked at mine. The building comes with its own pavement. Look at the base. I was able to move mine over to another grass area. Didn't feel like making pavement to test it on. Maybe the places you tried to place it have a flower or bit of debris you didn't notice?

Maybe it needs to be on pavement and not grass

I tried taking mine out of storage and I can place it on pavement or grass, FWIW.

I exited the game, restarted and then finally could. Very strange though. Maybe just a temp glitch.
