I only prune neighbors who show signs of inactivity during events where neighbor visits are crucial to the success of the event. Now, with no event taking place, I wouldn't delete a neighbor unless a real life friend started playing the game and needed a neighbor. Other than that, I wouldn't have a reason to remove anyone.
