Weeks of inactivity will generally get people the boot. I like getting visits and I like getting graffiti, but it's mostly about activity. I get plenty of visits during events, so I know I have good neighbors in that respect, but someone who isn't logging on is just taking up a slot that someone else wants (my sig isn't kidding about having a waiting list) so why keep them around?
I might have to start clearing house farmers or other boring types of towns so I can accept some of the invites I've gotten on the forum, but a lot of those towns have been good neighbors (active, clear their towns, visit me) so I feel bad about deleting them.
There are a few people I wouldn't delete no matter what. And very occasionally people I don't know will get deleted for someone I do know in real life.
