If someone hasn't logged in for a while and they don't clear their towns, I keep an eye on how long they're gone for and if it's a week or more I will probably delete them, but it depends on the situa...

I might have to start clearing house farmers or other boring types of towns so I can accept some of the invites I've gotten on the forum, but a lot of those towns have been good neighbors (active, clear their towns, visit me) so I feel bad about deleting them.
There are a few people I wouldn't delete no matter what. And very occasionally people I don't know will get deleted for someone I do know in real life.
