I might have to start clearing house farmers or other boring types of towns so I can accept some of the invites I've gotten on the forum, but a lot of those towns have been good neighbors (active, clear their towns, visit me) so I feel bad about deleting them.
There are a few people I wouldn't delete no matter what. And very occasionally people I don't know will get deleted for someone I do know in real life.

I keep a relatively short list of neighbors so I can hit them all. I've done 99 neighbors and it's exhausting, so I make up the shortfall during events with feeder towns. I keep a fair number of inactive neighbors hidden since I have the empty slots. I guess I'm one of those people who can't say goodbye!
I can't imagine 99 neighbors either - I like 30-40, and if they are active it seems to be enough to complete the events (maybe not as fast, but I don't want to rush and end too soon). So with 30-40 neighbors it is easy to keep track of who is visiting (although I kept a spreadsheet early in the Stonecutter's event so I wouldn't unnecessarily delete someone). While I like beautiful towns, I also appreciate people play in different ways - house farms, streets or not, etc. and if they are good neighbors otherwise I enjoy their town as is.
