I'm probably not going to complete the tasks in 12 hours, does the 12 hours start when we do the first out of four tasks each day?

Unsure. It think they are 4 one hour tasks within the 12 hours. My countdown started when item 3 above was completed, so I think you get 12 hours when the first one is done. This is an entirely new area for Tapped Out.
Ah, that's cool then, I'll be able to do them!
Tapped Out has got much better from 1 update. Can't wait until I properly start tomorrow!
I don't understand number 4, I don't have Volcano Lair, maybe that is only for people that have it?
