That still only works if they are regulars on the forum. If they popped in to get some neighbours and never visited again, PMs are irrelevant.
In addition, experience shows me that while people are always likely to insult other users using in-game commenting systems because of their immediacy, they are not so likely to take the time to visit the forum and send an insult via PM.
